You need to file an undue hardship petition with either the guarantor or ED. You will be required to disclose and document household income, expenses, etc.
If you google "FSA collections" your first non-sponsored result will be a government website with a wealth of free information about this topic.
Beware of companies that claim they can get you out of Administrative Wage Garnishment for a fee. They cannot do anything you can't do yourself.

However if your " DIY " ( do it yourself ) attempts for getting an undue hardship are not successful, it is very hard to qualify for that type of hardship. Because your loans can be in default for years prior to the garnishment and the lender / collection agency has been trying to contact or work with you, once the garnishment is set it can be virtually impossible to get it lifted on your own. Most lenders / collection agencies if you do not qualify for the hardship will only lift garnishment with full payment of what is owed. Working with companies who have had a successful and proven track record with garnishments at this point would be one of your only options. You will want to make sure they guarantee their services for your protection.
