If you see one... you'll know.
The simple rule is:
"If you think you see or hear a ghost - you are wrong."
There are no such things as ghosts. This is especially true if you think you see a ghost wearing antique clothing or a costume. Unless you believe that these are the ghosts of old dresses, pants and shirts.

Try to talk to them or blink once or twice or close your eyes. If they are still their than you are probably seeing a real person. Or try to see what they are wearing and try to see how transparent they are.
Ghost are real and to know this, look at the edge of the figure if there is a slight glow then the probably are a ghost. Also, ghosts are a little paler than most people. Futhermore, you could probably tell if it's a ghost just looking at it. However, don't fall for the, 'ghost are always transparent' thing, as ghost can be 'transparent', but not always.
You normally (not always) get a 'deep chill' and maybe numbness when there's a ghost nearby.
