When someone is online on Messenger, you will see a little green man next to the persons name/email.
Another way is to hover your mouse over the name/email. It will tell you that persons info. if you skim through, it should tell you if the person is online or offline.

Now you can not tell the difference if someone is pretending they're offline or if they really offline. But if you have a person who is your friend and you want to know if they're are "offline" they would be under the offline caption. Or there picture would have a outline of grey.

You can't. You will know if they BLOCKED you when their status becomes offline with an "?". If they only deleted you you will still see their online status.

Apparently some people have found that when Skype installs it is online and on some systems it installs offline. Many people who have problems connecting to Skye check the Skype menu on the top left hand side of the menu bar and it you are offline change the setting.
