A trained person must examine your cervix (at the vault of your vagina) to measure this.
Of course, dilation and labor go together in the pregnancy. A pregnant woman whose cervix is dilating is in labor, and there will be other signs of labor, such as painful contractions (it is the pressure of the uterine contraction that thins and opens -- dilates -- the cervix).
Only someone else can tell (doctor, midwife, nurse, etc), you can't tell.

You sure can. I'm 37 weeks, my baby hasn't dropped a bit either. But my doc did tell me I am 1 cm dialated and 50% effaced. She thinks I will have a long labor. It is my first.
i have been 1 cm for 3 weeks now! I dont think that how dilated you are really matters unless you are in active labor!

No it will not induce you if you are not dilated first. I tried it at 36 weeks and nothing happened, not even the runs. ("Thank god) I am 37 weeks on Tuesday and am now dilated 1 and 50% effaced. So I just took 2 tablespoons of the castor oil. It has only been a hour but so far nothing has happened. I am crossing my fingers though.
