Perhaps by greater domestic diversification. Egypt has a labor pool which is mostly exported. Tourism is huge, but seems to suffer somewhat from internal security fears, particularly religious sectarianism. The Suez Canal is nearby, but I see no major deep water port that takes advantage of this. Canal passage fees are only part of the total. Perhaps a study of the Chinese model of EFZ (Economic Free Zones), such as Shanghai is in order. Perhaps negotiation of MFN (Most Favored Nation) and Free Trade agreements with her national neighbours would be prudent. Control of the Nile via the Aswan Dam system continues to be a matter of major contention. I believe it has damaged national tradition and thus morale.
A recent check of Wikipedia suggests Egypt's 4 main commerce divisions are, in order of precedence, agriculture, media, oil and gas, and tourism.
