Use a masonry drill. If you are drilling a large or deep hole, you can use a hammer drill with a special bit. If the hole is very large, you can rent or hire someone to do concrete sawing.

drill off the head remove whatever it held down use vicegrips to remove the rest becarful not to drill to deep or brake the saft off or youll have to drill and tap out the hole for another size screw
If you want it to grip, drill a 9/64 hole. For a clearance hole, drill 7/32.
Look up Project Mohole. It was intended to drill to the mohoravic discontinuity, but did not make it due to unanticipated problems.

Drill a 1/4" deep hole in the center of each rivet with a 1/8" diameter drill bit. This is a pilot hole. With a 1/2" drill bit, drill into the pilot hole and "drill away the rivet heads". A cold chisel may be handy too, and a big hammer. You may need several 1/8" drill bits, they are easy to break. Do not drill past the control arm. Use the chisel at that point. Once the head is gone, punch out the rivets. Metal is best cut SLOWLY with drills... use a variable speed drill.
The rotating action of the drill bit makes the hole.
