Since President Obama is still in office, it is too soon to tell what impact he had. At this point, we can say that when he was elected in 2008, he became the first black president in US history, which certainly made an impact, especially for young people and minorities. But the impact of any president is usually not decided until after he is out of office for a while and historians can look back on what he achieved (or failed to achieve).
Mr. Obama will be noted in the history books as the first black US President. Beyond that, it's too early to tell whether he will influence history; however, in my opinion, his most historical achievement to date was the passage of health insurance reform.
In no particular order: Federal funding of stem cell research; closer oversight of the financial services/credit card industry; ratification of the nuclear weapons reduction treaty with Russia; rescue of the US automobile industry; health insurance reform; timetables for bringing our troops home from Iraq and Afghanistan; extension of unemployment compensation; an end to discrimination against homosexuals in the military; assisted in the overthrow of Gaddafi, at no loss of American life.

No, the policies in the NDAA were first signed into law under President Bush. While President Obama agreed to re-authorize them (much to the dismay of some of his supporters), he has said he will revisit them and perhaps make some changes.

Obama is going to make changes that everybody that does not have a job get a job and more money will be recieved He's going to make it where the only students that receive student loans will have to go through the government to get it. I don't know about the above, but he is pushing for a National Health Care plan. He is going to make school days longer and school hours longer.
