In the years preceeding the infamous attack on Pearl Harbor by naval and air forces of the Empire of Japan, FDR called on the nation to become the "Great Arsenal of Democracy." He rallied the nation to aid all free countries, including Great Britain, USSR, and China in the fight against the Axis powers by sending them war munitions, which would serve the purpose of keeping America out of the war.
