As I recollect it was a PC term created in the 1990's to replace the traditional Halloween party because of fundamentalist rhetoric that Halloween is a satanic holiday. It is not a satanic holiday, by the way. It is a celebration of the autumn equinox which has been celebrated by Christians for many centuries, and by pagans for many centuries before that. May Day is the celebration for the spring equinox.
