People lived there since around -1000 on the Seven Hills. The hills had defencive advantages. Centrally placed in Italy and the Mediterranean made them a reasonable capital placement. They were on the Tibur but far enough upstream to reduce dangers of piracy. The ability to assimilate foreign weapons and cultures helped, and Italy was rich in natural resources.
