There was a dispute over representation of the slaves. The North wanted the slaves not to count for representation, but to count for taxes. The South wanted the slaves to count for representation but not taxes. The slaves never pay taxes, but the owners of the slaves pay the taxes for the slaves, so you would see why the slaves owners would not care for having the slaves count as taxes. The Southern areas have more slaves than the Northern areas. The compromise they agreed on was called The 3/5 Compromise, meaning 3/5 of the slaves would count for representation and taxes.
