Answer
The 'Cold War' began as WW-II was concluding in Europe. Spheres of influence (East v. West) were a bone of contention after Germany's surrender. Additionally, the United States and the Soviet Union (Russia) were engaged in an arms race after the end of WW-II.
The Americans' "Manhattan Project" led to the development of the atomic bomb. Two of which were successfully employed against Japan as a means to end the conflict in the Pacific.
The Soviets were displeased at their former allies reluctance to share 'atomic' technology, so they engaged in information gathering (spying) techniques. Once the Soviets finally acquired A-bomb technology, America began gathering as much information as they could on the other's technological/military advances.
