Best Answer

The Vietnam War ended in 1975, a sustained North Vietnamese offensive forced South Vietnamese troops to begin withdrawing from northern provinces; the withdrawal quickly became a disorganized retreat. When communists began moving on Saigon, President Gerald Ford, who succeeded to the presidency in August 1974 after the resignation of Richard Nixon, announced that the Vietnam War was "finished." As Saigon fell, Ford ordered an evacuation of American citizens and Vietnamese sympathizers. More than one hundred thousand Vietnamese refugees entered the United States.
The Vietnam War ended with the fall of the South Vietnam Capital of Saigon to the North Vietnamese army April 30, 1975 .

I know what Ford did. My question was, what was then Sen. Biden's stand on Ford's decision.

In 1975 with the fall of Saigon the war was basically over. Americans pulled out leaving a mess and civilians were trying to board anything that moved before the communist took over the city.
