Allies had to air lift supplies into West Berlin because the USSR had all roads blockaded. The eastern part of the city was under the control of the USSR, and the western region was under the control of the allies. The USSR hoped that by shutting off all routes, the allies would turn total control of Berlin over to them.

When Stalin initiated the Berlin Blockade, he intended to force West Berlin to accept supplies from East Berlin, and therefore from the Soviet Union. In doing so, the USSR would effectively control all of Berlin. Western leaders knew this and began the Berlin airlift, supplying West Berlin with provisions entirely by air. After several months West Berlin was receiving more supplies than it was before, and Stalin eventually lifted the blockade to avoid further embarrassment.
