How did the white South intransigence open the way for congressional military reconstruction?

The south wanted to deny the freed slaves civil rights. They used violence against the slaves, as well as southern Union supporters. The south passed the "black codes" to try and control the blacks. They are stubborn and refuse to allow the slaves to simply pack up and go, leaving southerners with no one to cultivate their plantations and keep their economy working smoothly.
