It is very normal for a Shih Tzu's hair to cover their eyes. They get use to this and it is not harmful to them. If one uses any type of produce to "tame" the hair around their eyes, it will probably cause them discomfort, and could harm their eyes and skin. Some people trim the hairs over the eyes, but this too is not recommended.

All Shih Tzus do that so it is nothing to worry about, but i think it is suppose to clean their eyes like tears clean our eyes except their run-off is red so it stains the fur. I don't know why it smells sour. But for my shih Tzus, i use Angel Eyes, which is little powder you put in their food. It helps alot with the nasty smell and even clears up their face a little. It is a bit expensive though. You can Find it in some popular pet catologs and definetly online.
