Pressure wash all chalk, dirt, peeling paint, etc off. Old line in the paint business is your paint job is only as good as whats underneath it. It might take two washings. If TSP or any soap is used be sure to rinse all residue off. The building has to be very very clean with as much chalk removed as possible. If any oxidation is present use a good DTM Acrylic primer as the first coat. If there is no oxidation a good DTM Acrylic finish is ideal. A 100% Acrylic Latex House Paint will work well also, my preference is a semi gloss or a satin over flat. Spray is the best way to apply, a roller works well on smaller jobs. You must give these products a week or so to cure before you try to scrape any of it off to test it.
