Start with International date line which runs through the Pacific Ocean. Everything east of that line, time decreases by 1 hour. West of that line time will increase by 1 hour. You will notice the time zones at the top, just follow those and add or subtract by 1 hour. There are 24 time zones. The east side of the date line is Sunday for instance and the west side is Monday.

Time zone maps usually show the times in various places as an offset from Coordinated Universal Time (UTC). To determine a place's time offset from another place, subtract the offset of the reference location (usually wherever you are) from the other place's offset. For example, if you're in Arizona and you want to determine the time difference to Japan, subtract Arizona's offset, -7, from Japan's offset, +9.

+9 - (-7) = +16

A positive result indicates that the place is ahead on the clock or calendar, so Japan is 16 hours ahead of Arizona.

Where there are two time offsets given for one place, the one that is more positive is applicable during daylight saving time or summer time. Keep in mind that the seasons are opposite in the other hemisphere. Also, aside from Europe and agreements between some adjacent countries, there is no universal standard regarding the date and time of the beginning and end of daylight saving time/ summer time.

Is the political map a world time zone map?

No, a political map is a map where the intention is to display boundaries of different countries, regions etc. and the important cities within those countries. This is typically done by coloring each (neighboring) country in a different color, in order to distinguish them, as well as by omitting natural features (mountains, deserts etc.). A time zone map shows each time zone individually. For example, on a World Political Map, the US would be shown in one color, while in a time zone map, it would be shown as bands of multiple color (one for eastern time, one for mountain time and so on). Conversely, in a time zone map Germany, Italy and France would be shown in a single color (since they have the same time - CET), whereas on a political map they would be shown in three different colors.
