The government can make laws almost however they want. But mostly they shape the laws to fit the community. If the community is based on crime, then the government will create laws to try to diminish the crime rate.

its like ireally dont know but...its juh the things that you do in your community...if there illegal and yor still doing it...the city hall will come up with laws to enforce that wrong doing!
