when you go to a bank or somewhere you want to trade money in for the other countrys money, they look at what 1 U.S dollar is worth in where ever you are going lets say you are going to Europe and the difference is 0.25 that would mean that for every U.S dollar you are going to exchange 0.25 is going to be tooken out of so really you are getting 0.75 to the dollar.
