The formation is the result of two things.

First is mucus which our bodies make to prevent our nasal passeges from drying out and to humidify the air which we inhale.

A second component is dust, lint, and other contaminents which is removed from the air we breath by contact with the sticky mucus.

As the water in the mucus evaporates it leaves the contaminents and thickened mucus which is commonly called a booger.
