Yes....because they separate unlike charges out on each plate.

They are not charge storage devices. The total amount of charge in a capacitor is the same whether it is energized or not. It is just moved from one plate to the other.

Because the charges are separated, they need energy to keep them apart, hence a capacitor can be said to store electrical energy.

Voltage in a capacitor is stored in the electric field between (or across) the plates of the cap. Charges arriving on one side "push" charges off the other side, and the field builds up across the dielectric. That electric field is the energy reservoir of the capacitor.

A capacitor is a little like a battery. Although they work in completely different ways, capacitors and batteries both store electrical energy. A capacitor is much simpler than a battery, as it can't produce new electrons -- it only stores them.

Inside the capacitor, the terminals connect to two metal plates separated by a non-conducting substance, or dielectric. You can easily make a capacitor from two pieces of aluminum foil and a piece of paper. It won't be a particularly good capacitor in terms of its storage capacity, but it will work.

A capacitor doesn't really store charge. When you 'charge' a capacitor, you are merely moving electrons from one plate and placing them on the other plate and establishing an electric field between the two plates -there is exactly the same amount of charge on the plates before as there was before! What you are storing is energy.
