Depends on what kind of cell phone, and what kind of effect you're referring to. If the cell phone uses integrated circuitry, a strong enough electromagnetic field could fry the circuits themselves (but that would require an electromagnetic pulse emission somewhere near the size of a nuclear bomb's). An a highly electromagnetic field could also affect a cell phone if the phone relies on a magnetic hard-drive.
Almost all computers rely on magnetic hard-drives these days, which is why it is strongly suggested that you do NOT put magnets anywhere near computers, as it would mess around the hard drive.

Your phone ringing had no effect at all on the levels of electromagnetic radiation. Anyway, your phones electromagnetic radiation DOES NOT HARM YOU. If that's what your thinking, many investigations have shown NO HARMFUL EFFECTS of using phones.
