I am not familiar with any state that "gives" any money to released inmates. It is up to the inmate and whatever resources he can gather quickly. In Michigan, the DOC is required to provide a bus ticket back to the jurisdiction where the inmate was convicted, but nothing else. In fact, if the inmate does not have civilian clothes to change into from the blues, the state sells the inmate a set of ill fitting Khaki's to wear out of the facility.
Many inmates who have no family or friends on whom they can rely, simply leave, commit a new crime, and return. And, that responsibility falls to whom?
