my cousin has cerebral palsy and for the first little while it was kinda weird because i couldn't understand a word he said but since he was diagnosed(5 years ago) i can understand the way he talks completely
the answer is quite simple they get by having damage to the brain before or during birth few people get it after like, by having a stroke or falling and having serious damage. dont make fun of people...
