Answer
Try hand scraping and electic sanders with 80 grit paper for the humps and lumps and when the wall is smooth again paint it with 123 primer, then sand with 400 sandpaper until it is totally clean and smooth to the touch. Repaint it to your color or move out before the owner shows up.
