If you're using Windows XP, you can enable this through the power options.

Click on Start, then control panel, then power options. When the window pops up, you should see a tab that says 'hibernate'. Then, check the box that enables hibernate mode and click on. That should be it.

What is it called to quit all applications and turn off the computer?

First close all applications or programs that may be open, such as email, any web sites, programs such as documents, spreadsheets, etc., then close your web browser. The web browser would be the program you use for reading emails, etc. You should now be at your desktop menu. Then you left click the 'start' option on your desktop menu, which will give you the option to put your computer in sleep mode, hibernate, restart, shut down, etc. Left click on 'shut down', then wait for it to completely shut down. But if your computer is locked up (meaning it's on, but won't do anything), you can press and hold down the main power button for hard shut down.

Why do we hold down or press the start button to turn off our computers?

Using the "start" button to shut down your computer gives your system a "heads up", if you will, that you are shutting it down. Shutting a computer down abruptly could be destructive to the system if you shut it down in the middle of an important process.
