I have an adoreable dachsund/shih tzu mix and he used to have a real problem with licking. I learned that when a dog is licking you and you want them to stop, take a step back, just out of reach of the dog, saying firmly (never meanly) a word that you will say when you want them to stop like, "That's enough", or "No more". Then step back to your dog. If the dog continues, repeat. After so long, if the dog does not stop after a good amount of repititions (it will also depend on how long you can stay patient), leave the situation. The dog will learn that when it licks you, you say a word, it needs to stop. The dog will learn you will not tolerate disobediance.
This is a trait in dogs and quite normal. They are simply grooming each other. Sometimes if they lick each other's mouths or even teeth they are trying to find out if one got food and the other didn't. LOL
What are they licking? All dogs clean themselves. Obsessive licking of paws is often allergy related -- type of grass, where they play, etc. which during the "season" is easily managed by a cortisone injection from your Vet.

You could try using a sound as a distraction, then telling them NO! Try not to tap their nose, often a dog will associate your hand reaching out to tap their nose, with that of a child reaching out to touch; This can cause a dog to snap at a child's hand.
Be consistent about it, even if you like the attention the dog gives you it may not be pleasant for guests.
