Yes, Transportation Security Administration (TSA) people are federal employees. The TSA is a federal agency, so all who work for it are considered federal employees.
They are employed by the Immigration and Customs Enforcement Agency (ICE), a part of the Department of Homeland Security. They should not be confused with uniformed employees of the Transportation Security Administration who screen passengers and baggage, who are also employees of the Department of Homeland Security. The missions of the two agencies and the duties of the employees are entirely different.
