If it's coming from the roof then the bathroom ceiling will have a water stain on it too. If you don't see this then it is coming from your bathroom.
The leak may be coming from the neighboring condo's bathroom. Pipes run all over - they can leak and come up through the floor or through the walls or ANYTHING. Better get a professional. Should be the associations responsibility.

This could be caused by your exhaust fan not properly removing moisture from your bathroom. It is always a good idea to use some X-14 (a mildew remover) every coupke of weeks when you start to see mildew. It is cause by lack of air flow in your bathroom, or a leak from upstairs. Is there is an upstairs bathroom? If so you might have a small leak somewhere in the supply or drain lines in the upstairs bathroom. If not a leak then possibly condensation is forming on a shower or tub above this bathroom.
If the blind is on a window then the leak could be coming from the window sill upstairs. Pipes also are run through the walls and your neighbor may not be aware of any leak. Contact your property landlord before more extensive damage is done.

Condensation is always caused by a cold object or breeze coming into contact with warm moist air. I would look for infiltration of cold air near the ceiling beam and then try to seal the air leak.
