This is a form of knitting using a knitting device called a knitting nanny's. (In Germany they're called Niles) It is a hand held tool called a laced. The yarn is wound around the prongs on the lust, in a pattern that forms the stitches. For pictures and instructions see The Lost Art of Knitting Nuances below.

I believe it is related to the new craze of the "NAFTA Knitter".

French knitting is also called "spool knitting" or corking. The "spool" is basically a tube with four tines at one end. The yarn is looped over each individual tine resulting in what is basically a knitted rope. These ropes are often sewn together in a spiral shape, flat for a rug or in a curve cone shape for a hat. Many people used to make their own spools by taking an empty spool of thread(a wooden one of course) and hammer four nails into one end. Knitting frames are often a similar idea, especially the round ones.
This site may help (I will place the link below)
Frenchknittingor knitting with a spool begins with two rounds of yarn around the pegs and a tail dropping through the opposite end of the spool.

Hold the spool in one hand and engage both ends of the yarn with the tension you want.

With your pick, pick up the lower round and loop it over the upper round on the peg, then tug the tail. Moving the yarn clockwise, knit another loop after winding the yarn on the back of the peg just knitted.
