If it's got an inbuilt webcam, it should also come with software pre-installed. My Compaq laptop has a webcam and a programme called Cyberlink YouCam, which I had to look for in the list of programmes. When the programme is opened, the webcam switches on (a little light lights up next to it) and... there's me on the screen, looking older and fatter than I ever imagined. Webcams are not flattering.
Also, if you've got a big enough hard drive and you want to try installing Ubuntu Linux for free, (you could try it by installing Ubuntu using WUBI - Windows Ubuntu Installer - as a Windows application) then free software can be downloaded to use your webcam in Ubuntu).

Check if the adapter is enabled in BIOS. Then make sure that it's turned on in OS. There is a shortcut combination of keys to turn it on.
You can turn on the built in Webcam, for a Mercer laptop computer by going to the program menu. In the program menu click on YouCam. Open the YouCam program and the Webcam will turn on.
Built in webcam can be used by camera applications. Camera applications create intent for Webcam in it.

Of course you can , you install the new webcam , and you choose from device manager the new installed webcam to be your primary.
You will need to visit the HP website. There you can put in the specifications of your computer to get an accurate assessment of how to turn on the webcam.
The manual does not describe any way to use the camera as a webcam.
