To create subtitles in Windows Movie Maker, select the movie clip on the timeline by clicking on it and choose Tools > Titles and Credits from the menu. Choose the option to Add title on the selected clip in the timeline.
Type in your title text in the empty box provided and click Change the title animation. Find the Subtitle option in the list of choices. You can also adjust the color & font of your subtitle.
Repeat these steps for each of the clips in your movie.
Assuming you are using Windows 7's Live Essential Movie Maker (and not Windows Movie Maker v2.6 for Vista)...
> On the top menu ribbon, click on Titles
> Type in the text you wish to use for the subtitle
> Choose an Effect animation
> Change color/font etc., as desired
Unfortunately, Windows Live Movie maker does not include a 'bottom-seated' Effect like the 2.6 version offers, so you won't be able to place a subtitle on the very bottom. However, there are other options to choose from.
If you are not satisfied with the 'stripped-down' version of Windows Movie Maker that Essentials offers with Windows Live, download and install the 2.6 version of the program, which includes more functionality/features. The link to to the Window Movie Maker v2.6 download can be found in the Related linkssection below.
And don't worry, you can have both the Windows Live Essentials and Windows Movie Maker v2.6 as both are stand-alone applications.
You can only add background color to titles/subtitles that appear before or after a clip... But NOT directly on a clip.
> Click on Titles and Credits
> Choose Before/After clip
> Enter the title/text/subtitle
> Choose: Change the text font and color
> Then change the color in the small box beside the Font (A).
Windows Movie Maker is not available now, right? As I cannot download and install it, I usually use Joyoshare Media Cutter to add subtitles and change the background color of it. This tool offers "Font" option to change font color, outline color, shadow color of the target subtitle. Also, it allows adding types of subtitle file in different language. Anyway, handy!
To add subtitles to a video in Windows Movie Maker, do the following:

Drag the video to the timeline. From the Ribbon menu, choose "Caption". Enter your required subtitles in the "Add Text Here" box.
The process is very easy. However, Windows Movie Maker is discontinued. For Windows 10 computer or Mac, Joyoshare Video Joiner is recommended for video subtitling. Such a tool can help to merge various types of subtitle files with any video without much effort.
