You will need to free up the shift levers in the outdrive housing. This is where the "Shifter Cable" is connected. If there is corrosion and no lube they tend to bind up (especially in salty conditions) This prevents the "kill switch" from being engaged at the time of shift lever action into neutral....
It either needs to be adjusted at the control box (throttle) look for a thumb screw....or you may need to replace the cables if they are old and "locked" up.
You can watch the switch (usually located in rear of engine compartment where cables are attached) to see if it makes lever contact with the roller when the throttle is moved into neutral range. If that roller is not easily moved because of "lock-up" then it is binding at either or both the out-drive linkage or the cable itself.
You will need a friend (helper) to actuate the throttle lever in order to watch the roller action in the engine compartment .
