This is different for many makes and models. To be more specific you need the year, make, and model of the vehcile. In general most but not all wipers are adjusted by a nut at the base or bottom of the wiper arm where it enters the cowl of the vehicle. Sometimes this nut is coverd by a piece of plastic or metal that will pop off or is hinged to access the nut. If this is the case loosen that nut, move the wiper arm where you want it, and tighten the nut.
