I believe each state and each country has its own laws regarding adoption. If you want to adopt in the US check with your county social services agency and they will point you in the right direction. Out of country adoptions are handled by agencys so you may want to check your local phone directory under adoption agency. There are also attorneys that handle private adoptions, those can also be found in the phone book.
