Horizontal aim is not required for this vehicle and is non-adjustable.
There is a vertical alignment adjuster at the backside of the headlight lens assembly.
Using a 4mm wrench, turn the adjuster either clockwise (to adjust down) or counterclockwise (to adjust up).
The instructions for headlight alignment are well covered, with illustrations and alignment guide, in the Owners Manual - See "Related Questions" below.
Above the lights, outboard of the bulb, there is a screw extending backwards. It has a 4 mm head that you can't get a socket on. A small adjustable wrench almost works, but there isn't really enough room for that, either. Turn it clockwise to lower the aim, counterclockwise to raise it.
There is a Phillips head screw at the top (on the front) of the headlight.

Model years 1996-1999 grouped together as the same basic design, and then the 2000-2005 (or so) were a significant modification from those. There were also differences between the Sable & Taurus models. For example, the 1998 Sable rear window was mostly square - contrasted by the Taurus have an extreme oval shape (during those dreaded 'oval-design' days)
