How do you answer 'Was there ever a time when you had to respond quickly to changing priorities within your department or organization'?

Answer

WELL? Was there?

I'm assuming the wording of their question is what is tripping you up. Think of a time when you were given a task at work but had to drop that task for a more urgent task. How did you go about doing that. What was your stress level like. What was your attitude like. How did you handle all of it. Were you able to complete the second task quickly and then go back and pick up where you left off in the first task?

They are asking you about how you handle stress and unexpected changes.
