It SOUNDS general but it's not. They aren't looking for a list of every skill you've ever developed. What they are asking is what skills apply to the job you are trying to get? For example, if you are applying for a secretarial job they don't care if you have carpentry skills. They'll want to know how fast you can type and how organized you are.
Most interview questions have underlying meanings. They are trying to figure out if you are the best person for the job.
