watch a recording of a swimmer carefully, the do not simply push the water backwards as hard as they can, they move their hands left and right as they pass through the water, getting gradually faster as they do. this provides acceleration for as much of the time as possible. in theory they reach top speed just as they reach the end of their stroke, then slow down at their hands pass through the air or push forward.

This acceleration provides a force backwards on the water, which provides an equal force in the opposite direction, pushing the swimmer forward.
