Try saying, "I could sure use a hug from somebody like you!" I had that problem with the girl I liked. Luckily we were friends, so that made it easier. In the end my friend that is also her friend and doesn't like her said "Hug?" at the of the day, and she gave me one too. (Try getting a friend of theirs to ask for one). Later on she stopped letting him hug her, but if I said "Do I get a hug?" I would get one (just try asking, but sound casual). If you are a girl and you like a guy you want to hug then pretend you got really excited over something then just give him a hug. Not trying to be stereotypical but most guys just expect that kind of thing from girls. Then from watching his reaction, you can even find out if he likes you. Sorry but if you are a boy I really don't have any advice for you.
