Try luring it with the meat, and if it doesn't come, leave it and a plate of the dry food. If you keep feeding it, eventually it'll come to you. And if you catch it, you're going to need to feed it, so you might as well buy the food now; they have it at Petco, I think. Otherwise, the dry food called Taste of the Wild is almost the same.

The kitten is probably trying to tell weather this new stray is a dangour to her/him. The kitten maybe staring so that she knows where the stray is and knows she/he can run away or be ready if the stray starts to approach her/him. It coud be curiosity.
You have to tell them gently. If you seem to forward and demanding in a way, then they might feel overwhelmed or even scared. Have a normal convo then just say "I have feelings for you" or "can we talk...."
It would probably attract them.
Most sounds will scare a mouse away. Loud sounds or bird sounds are two sounds that are great at scaring mice away.
