Dubai is part of the Girl Guides Association of the United Arab Emirates.
The Girl Guides Association of the UAE does not have a Brownie level, and they are Girl Guides.
If you were to join Girl Guides in the UAE, you would either be a Flower ages 6 to 11, a Guide ages 12 to 15, or a Senior Guide ages 16 to 18.

Some Girl Guide and Girl Scouts organizations have members who live in other countries. So, for example, if a girl was from the USA but living in Dubai, she could become a Girl Scout Brownie by joining Girl Scouts of the USA Overseas and being in grades 2 or 3.
