CyBear Saftey Guides actually work for Buildabearville to make sure people are playing safely and properly- you can tell them apart from other characters because they wear a white question mark hat. Unless you actually get a job working for buildabearville I don't think you can become a Cybear Saftey Guide. The next best thing though if you want to make buildabearville a safer place is to become a JC Bear Guide, like you say- plus you get loads of free stuff too LOL! Hope this helped you!
