There are several steps to becoming a high priest:

Build the Third Temple in Jerusalem or wait for it to be built at which point the priesthood will be revived.
Be born to Jewish parents who belong to the Kohen sub-group of the Levi tribe.
Live a religiously observant life, be married, and have children.
Be elected high priest.
