Yes, you can. If you have the 2.0 iPod Touch software or later, then you can block the internet from the iPod Touch via the Settings, and then going into restrictions, and you can enter a passcode (4 digit) so the restrictions will stay applied.

You cannot add parental controls to the Wi-Fi itself, but you can limit access to certain applications.

1. Go to settings.
2. Tap on general.
3. Scroll down to Restrictions and tap on that.
4. Enable the restrictions (tap the Enable Restrictions button) by entering a passcode.
5. Tap on what you want to limit access. Since you want to limit Wi-Fi, you can turn Safari off and any other apps that will require Wi-Fi.

You cannot block websites on the iPod touch, however, you can block access to Safari altogether. Go to Settings>General>Restrictions, and set a passcode. Switch Safari to off, and it will be removed from the home screen. Switch it to on to reenable safari. In order to remove restrictions, you will need to restore your iPod, as well as all its data.

mmm you can turn off the wifi but if you want to prevent lets say your son from using internet, you can restrict the use of safari, YouTube and things like that... settings/general/restrictions

Either make your own, or you can't. Nobody has made a filter that will work for the iPod systems.
