You cannot add parental controls to the Wi-Fi itself, but you can limit access to certain applications.
You cannot block websites on the iPod touch, however, you can block access to Safari altogether. Go to Settings>General>Restrictions, and set a passcode. Switch Safari to off, and it will be removed from the home screen. Switch it to on to reenable safari. In order to remove restrictions, you will need to restore your iPod, as well as all its data.
mmm you can turn off the wifi but if you want to prevent lets say your son from using internet, you can restrict the use of safari, YouTube and things like that... settings/general/restrictions
