If it is illegal in your area, you should not try to break it up yourself. If people are dog fighting, call the cops (only if it is illegal in your area).
If it isn't illegal in your area and you want to break it up, you shouldn't try unless you want to risk getting seriously injured.
If you just mean two dogs are fighting and you want to stop them, spray them with water. But be careful of the risk. Don't go close to the dogs, and be prepared to escape/protect yourself if either of the dogs (or both!) turn on you. Really the best advice is to stay away.
