To build an adjustable catapult can be very simple. If you are using materials that spring forwards, as most catapults do, then all you would have to do is vary the distance that you pull it back. If you are using a trebuchet design, a lever arm pulled down by weights and flinging an object, you can vary the amount of weight. Hope it helps. If you want more info on catapults history go to: http://en.wikipedia.org/wiki/Catapult
It is VERY simple all you need is a binder clip, rubber band, and a pencil or pen.

A simple way to build a catapult for kids to play with would be to use the seesaw as a model. A seesaw with a basket on one side to hold what is going to be flung would be perfect as a catapult.
The best way to build a catapult successfully is to use quality components based on a reliable design. This will ensure the device works effectively and safely.

In order to build a catapult you need a way to store energy. A spring, a bungee cord ect. In the medieval days they used tightly wound rope. I cannot see a way to store energy with a coat hanger.
