You can buy metal T-posts specifically for that purpose and they have holes already cut for the clothesline. You want the plastic-covered line for durability. When you set the posts in the ground, you can cement them in or not. If not cemented, lean them outward a bit ( away from each other) so that when you fasten your line, that they don't bow inward. Stretch the line tight so the the center of the line doesn't sag downward. We looped the line through the poles and used something from the hardware store to clamp the two lines together. I am not sure what it's called. I am sure you could make wooden T-posts yourself, too. But use treated wood or they will rot .
Set up two wooden poles at opposite ends of your yard. Then connect them with a thin but strong rope and hang the clothes from them with clothespins.

They can't, they do however greatly reduce the amount of water left in the clothes after a washers spin cycle. This allows the clothes to dry on the line faster and leaves them softer than "non spinning" as the water left in the clothes is greatly reduced.
