You have to work it out, it's not going to build itself, once you found your way to the gym, some good exercises for upper back development include:

-1 arm dumbbell rows

-barbell rows,

-t-bar rows

-seated cable rows

-chin ups

-pull downs

-and dead lifts (to an extent)

To get proper form for these exercises check out bodybuilding.com they have some pretty good tuitorials.....also try to perform 3 sets of 10-12 if you're a beginner

Plus some

Also look at

- dumbell shoulder shrugs Traps Upper

- bar shoulder shrugs Traps Upper

- behind the back smith's press lifts Traps Lower/Upper

These three will work your tarps over, giving you a thicker neck line.
